Elena Bourganskaia is Vice President of IFC for Corporate Support. Supervises business strategy, operational management, knowledge, learning, change management, human resources and budget functions, administrative and systems support, as well as internal and external communications coverage for all IFC activities.
In her role, Ms Bourganskaia ensures that IFC has adequate resources to meet its capital increase commitments and that IFC’s information and technology systems, administrative processes and procedures, as well as internal and external communications and awareness-raising are fit for purpose and enable effective and agile decision-making to support IFC’s strategy and efficient delivery to customers. Bourganskaia is also Co-Chairman of the Diversity, Equity and Inclusion Council of the IFC (DEI).
Previously, Ms Bourganskaia was Chief of Staff of IFC’s CEO/CEO. In this capacity, he has handled a wide range of critical business tasks – from developing and implementing strategies and policies to organizational, budgetary and personnel issues. Bourganskaia has been instrumental in several key aspects of IFC transformation in recent years, including organisational and policy reforms to strengthen IFC’s environmental and social responsibility and the creation of a new Upstream operating model to proactively create new opportunities and investible markets.
At the beginning of her career at IFC, Ms Bourganskaia was the global manager of municipal and environmental infrastructure. He led the establishment of IFC’s global Cities practice to promote private sector solutions to the most pressing challenges of urban development. He has also served in various other global and regional operational leadership capabilities, with a constant focus on incubating and growing emerging business lines that have improved IFC’s financial impact and sustainability.
Prior to joining IFC in 1998 as a health specialist, Ms. Bourganskaia worked for the American International Health Alliance, an international non-governmental organization aimed at strengthening health systems around the world through peer-to-peer institutional partnerships.
A Russian and American citizen, Ms. Bourganskaia holds a Master’s degree in Public Administration with a concentration in Healthcare Finance and Management from the University of New York and a Doctor’s degree from Semashko Moscow Medical School.
